    RE: PYLYPOW STORMWATER FACILITY ACCESS

    Mr. Runco,
    It has come to our attention that NAMBA 16 has advertised four boat racing events to take place at Pylypow Stormwater Facility in Edmonton on May 16 & 17, June 13 & 14, July 11 & 12 and September 5 & 6.
    This facility is part of the stormwater drainage system owned and operated by EPCOR and, unless permitted by EPCOR, its use is prohibited as outlined in the City of Edmonton Bylaw 18100.
    We have discussed the use of this facility with you on two separate occasions; June 7, 2019 and February 24, 2020. At the June 7, 2019 meeting at EPCOR Tower, EPCOR was very clear that they would allow the use of the facility for the last time in 2019 because it was too late for your group to find an alternate location. EPCOR also stated that there would be no approval for use of the facility in 2020 and that an alternate location had to be sourced. You had more than one year to make these arrangements. Despite EPCOR’s earlier, clear communication, you and your organization once again requested to use the facility in 2020. In response to this request, EPCOR responded in writing on February 24, 2020 to re-affirm its earlier direction: your group would not be permitted to use the facility.
    We have not changed our position regarding the use of this or any other Stormwater Management Facility in the City of Edmonton and will not be issuing a permit for the group to use the facility. Our suggestion is that you work with the City of Edmonton to find a more suitable location for your events. It is unfortunate that you and your group have placed EPCOR in the position of having to insist that you correct your advertisements. This unfairly characterizes EPCOR as the obstacle for your event. EPCOR has devoted considerable time and resources to develop an extensive public education strategy to educate the public about safety risks posed by these facilities. Recreational use of the Stormwater Management Facilities for boat racing would undercut EPCOR’s consistent messaging around their use.
    All references to the Pylypow Stormwater facility as the location for your events must be removed from your online advertisements and brochures.
